Bring back steam

Bring back steam to UK mainline railways, or at least upgrade the rail network so it can work in all weathers. This is the (totally unfounded) conclusion you can draw following the weekend’s rescue of passengers by the 4-6-2 60163 Tornado last week. 100 passengers were given a lift by the passing special between Ashford and Dover because their electric train broke down due to the freezing conditions. Given that this was one of the few trains operating in that part of England during the bad weather one can only think that British railways need to go back to steam hauling in order to beat the cold, or anything else, and only 3million to build a single loco they are probably cheaper too.
